Background of the Study
Health insurance schemes are designed to improve access to healthcare by reducing financial barriers for patients. In the context of maternal healthcare, health insurance can play a critical role in increasing utilization of services such as antenatal care, skilled birth attendance, and postnatal care (WHO, 2025). Despite government efforts to implement health insurance schemes, maternal mortality rates remain high in Benue State, indicating possible gaps in access and utilization.
Studies have highlighted that health insurance increases the likelihood of women seeking maternal healthcare services by reducing out-of-pocket expenses (Okoh & Adebayo, 2024). This study examines the impact of health insurance schemes on maternal healthcare utilization in Benue State, focusing on coverage, accessibility, and service quality.
Statement of the Problem
Maternal mortality remains a significant public health challenge in Benue State, with many women unable to access essential healthcare services due to financial constraints. While health insurance schemes aim to improve access, their effectiveness in increasing maternal healthcare utilization is unclear (Ibrahim et al., 2023). Factors such as limited coverage, inadequate awareness, and poor service delivery hinder the potential benefits of health insurance schemes.
This study investigates the relationship between health insurance schemes and maternal healthcare utilization, identifying barriers and proposing strategies for improvement.
Objectives of the Study
1. To assess the level of maternal healthcare utilization among insured and uninsured women in Benue State.
2. To evaluate the impact of health insurance schemes on access to maternal healthcare services.
3. To identify challenges affecting the effectiveness of health insurance schemes in Benue State.

Scope and Limitations of the Study
The study focuses on hospitals in Benue State, analyzing the impact of health insurance schemes on maternal healthcare utilization. Limitations include potential biases in self-reported data and variability in healthcare services across hospitals.
